Identifying Financial and Funding Resources:

The School Facility Program (SB50) is not the only available source of funding for school facilities. And even within the SFP there are funding resources often overlooked.

School Facility Advisors can identify funding resources and options from a wide variety of opportunities at local, state, and federal levels to meet a broad array of facilities needs and situations.

 

Labor Compliance Programs:

Significant Labor Code changes have occurred that impact the School Facility Program. Assembly Bill 1506 added Section 1771.7 to the Labor Code that requires a district to make a certification that a Labor Compliance Program (LCP), that has been approved by the Department of Industrial Relations (DIR), for the project apportioned under the SFP has been initiated and enforced if both of the following conditions exist:
  • The district has a project which received an apportionment from the funding provided in Proposition 47 or from the potential 2004 State bonds; and,
  • The construction phase of the project commences on or after April 1, 2003, as signified by the date of the Notice to Proceed.
If your school district is about to start a project funded with Prop 47 funds, you need to have a LCP in place.

Eligibility Determination and Growth Studies:

Your base line eligibility is the building block on which all of your funding approvals will be based. We assist you to make sure you receive the funding to which you are entitled.

California will continue to grow and most districts will be experiencing enrollment increases. School Facility Advisors will work with local builders, developers, and municipal agencies to provide a clear understanding of what is going to happen and how that growth will impact your eligibility.

 

Financial, Facility, and Critical Hardship Assistance:

If your district has been unable to pass a bond or if your bonded indebtedness exceeds 60%, we can assist with obtaining Financial Hardship status.

Facility and/or Extreme Hardship Funding is available for deteriorating facilities or if there is a health and safety issue. School Facility Advisors can help with assessing your needs. We can also help with submitting, and tracking your applications for these funds.

 

OPSC and SAB Application Processes:

Accurate preparation of the necessary paperwork is critical in making sure your facilities applications are processed successfully and in a timely manner.

School Facility Advisors will assist you throughout. Our professionals are able to monitor and track your applications through final approval by the SAB.

 

Governmental Relations:

The professionals at School Facility Advisors have the knowledge and experience to assist your district with all aspects of governmental relations at the state, local, and federal levels.

We work closely with you to provide clear, concise communication to the necessary individuals and agencies.

 

Facilities Planning and Site Selection:

The first step in meeting facilities needs is successfully gaining CDE approval on location and layout.
